Instead, the amendment would ask votersa to approve building casinosin Cincinnati, Toledo and on the western edge of the Arena District. Wyomissing, Pa.-based (NASDAQ:PENN) and ownet Dan Gilbert would be investorse inthe $1 billiohn proposal.
